Antibiotics
save lives, but due to resistant bacteria, we risk losing that
ability. Currently the MSB publishes a general overview including
a scenario analysis concerning multi-resistant intestinal
bacteria. The MSB has the task of analysing risks considered to be
especially serious. Within the framework of the National Risk and
Capability Assessment, the MSB has compiled a report on
multi-resistant intestinal bacteria, including a scenario
analysis. The scenario depicts an increased spread of CPE
(carbapenemase-producing Enterobacteriaceae, known as ESBLCARBA in Sweden), more
specifically in E. coli.

The MSB, by way
of this report, aims to contribute to this ongoing effort, in hope
of increasing awareness of the risks with antibiotic resistance
from a civil contingencies’ perspective. This report also goes
beyond risk awareness, by including what can be done by actors
within civil contingencies to prevent and manage antibiotic
resistance in Sweden.

Antibiotic
resistance is a global issue, and must be addressed as such. We
therefore hope that our report will encourage other countries to
include the civil contingencies’ perspective in the work on
containment of antibiotic resistance.

Based on the
report, the MSB recommends that:


-

concerned
parties within emergency preparedness aspire to increase their
knowledge of the risks involving antibacterial resistance,
especially ESBLCARBA (CPE).


-

government
agencies with special responsibilities for emergency preparedness,
and counties and municipalities, investigate and consider
including antibacterial resistance in their respective risk- and
vulnerability analyses.


-

intentions and
measures described in the government agencies’ Action Plan for
Containment of Antibiotic Resistance and Healthcare-Associated
Infections are executed according to plan.


-

responsible
actors enable and develop Swedish government agencies’
international work on containment of antibiotic resistance.
