Certain authorities have a specific responsibility for societal crisis preparedness i.e. to reduce societal vulnerability and to deal with emergencies and disasters when they occur. These authorities are divided into groups based on identified cooperative needs, known as forums for crisis preparedness (FCP). The decision on this can be found in the Ordinance on Emergency Management and Increased Preparedness. (2006:942)
