MSB’s responsibility for the transport of dangerous goods
As stated in the Swedish Transport of Dangerous Goods Ordinance, MSB is the competent authority for the transport of dangerous goods by road and rail in Sweden.

The Swedish ordinance also indicates some other authorities responsible for performing certain tasks in connection with the transport of dangerous goods.

Swedish Transport Agency

The Swedish Transport Agency (TS) is the Competent Authority for sea and air transport of dangerous goods in Sweden. This means that TS issues the regulations for sea and air transport, including the provisions for sea transport in the IMDG-code (The International Maritime Dangerous Goods code), and the provisions for air transport contained in the ICAO-TI (the International Civil Aviation Organization’s (ICAO) Technical Instructions).

Swedish Radiation Safety Authority

The Swedish Radiation Safety Authority is the competent authority for transport of radioactive substances and material by road, rail, air and sea. Apart from permission in accordance with the Act on Nuclear Activities or Radiation Protection Act, full compliance with the Act on Transport of Dangerous Goods is also required.

The Swedish Police

With regard to certain permits that may be required during a transport of dangerous goods, the police is the competent authority for:

  1. permits concerning loading and unloading of certain dangerous goods in a public place in a built-up area
  2. notifications on loading and unloading in a public place outside a built-up area, and,
  3. permits for longer stops near a residential area or other populated places when transporting certain dangerous goods.

The Swedish Police consult with the emergency services on these issues.
