As of 1 January 2026, MSB will be Swedish Civil Defence and Resilience Agency.
Swedish Civil Defence and Resilience Agency has two roles in civil defence
- we are the leading, prioritising and coordinating authority
- we are responsible for the Civil Protection Sector
Swedish Civil Defence and Resilience Agency mission
Lead, priorotise, coordinate
Swedish Civil Defence and Resilience Agency leads and creates decisive action in the overall civil protection and crises nationally to ensure that civil and military defence are coordinated.
Nationally, internationally, allies
Swedish Civil Defence and Resilience Agency manages crises nationally and internationally – and as allies in war.
Develop, strengthen, act
Swedish Civil Defence and Resilience Agency develops and strengthens resilience throughout society so that we can act together if the worst should happen.
Protect the population
Swedish Civil Defence and Resilience Agency coordinates preparations to protect the population in the event of war and thus maintain Sweden’s will to defend itself.
Contributing to Emergency Services
Swedish Civil Defence and Resilience Agency contributes to emergency services in everyday situations, during crises and accidents, and ultimately in wartime.
The Civil Defence Authority contributes to the goal of civil defence
The Civil Defence Authority shall contribute to fulfilling the goal of civil defence and the overall goal of total defence, as well as the goal of emergency and crisis preparedness.
The goal for the civil defence shall be to have the capability to:
- safeguard the most essential public services;
- contribute to the military defence’s capability within the framework of NATO’s collective defence and other duties;
- protect the civilian population; and
- maintain Sweden’s will to defend itself and society’s resilience to external pressure.

The coat of arms of the Swedish Agency for Civil Defence and Resilience
The Swedish Agency for Civil Defence and Resilience will have a coat of arms as its symbol. The coat of arms will be included in the Agency’s logotype. The Swedish Agency for Civil Defence and Resilience will use the small national coat of arms, i.e. three crowns on a blue escutcheon topped by a royal crown, and will make it specific to the Agency by adding an emblem with its own symbols behind the escutcheon.
On the Agency’s coat of arms, the staff of office with the blue triangle symbolises the leading position that the Agency will have in Swedish civil defence. A blue triangle associates to the international symbol for civil defence and population protection, while the oak leaves represent strength, resilience, endurance and constancy over time.
Background
Sweden is facing its most serious security situation since the Second World War. War and armed attacks against our country cannot be ruled out. It is total defence, the combined capability of civil and military defence, that deters war. An urgent increase in capability is now required, not least in civil defence.
In October 2024, the government announced that the MSB would be renamed the Swedish Civil Defence and Resilience Agency and that the name change would take place on 1 January 2026. The reason for this is that the new name is more in line with our mission and responsibilities.
