Our mission
The MSB is responsible for issues concerning civil protection, public safety, emergency management and civil defence as long as no other authority has responsibility. Responsibility refers to measures taken before, during and after an emergency or crisis.
MSB has two roles in civil defence:
- we are the leading, prioritising and coordinating authority
- we are responsible for the Civil Protection Sector
The MSB mission
Lead, priorotise, coordinate
MSB leads and creates decisive action in the overall civil protection and crises nationally to ensure that civil and military defence are coordinated.
Nationally, internationally, allies
MSB manages crises nationally and internationally – and as allies in war.
Develop, strengthen, act
MSB develops and strengthens resilience throughout society so that we can act together if the worst should happen.
Protect the population
MSB coordinates preparations to protect the population in the event of war and thus maintain Sweden’s will to defend itself.
Contributing to Emergency Services
MSB contributes to emergency services in everyday situations, during crises and accidents, and ultimately in wartime.
MSB contributes to the goal of civil defence
MSB shall contribute to fulfilling the goal of civil defence and the overall goal of total defence, as well as the goal of emergency and crisis preparedness.
The goal for the civil defence shall be to have the capability to:
- safeguard the most essential public services;
- contribute to the military defence’s capability within the framework of NATO’s collective defence and other duties;
- protect the civilian population; and
- maintain Sweden’s will to defend itself and society’s resilience to external pressure.
Instructions specify the MSB's responsibilities and tasks
The Swedish Government steers the MSB via a body of instructions and an annual appropriation. The instructions specify the MSB's responsibilities and tasks. The appropriation specifies the objectives and reporting requirements, as well as the resources allocated for MSB administration and MSB activities.
